Jakarta, the capital of Indonesia, is located in the north coastal lowlands of Java. Against this geographic background, the inundation was on the agenda when it was built in the Dutch era. In these several decades of industrial-urban development, however, old facilities can no longer function to prevent Jakarta from flooding. Various flood-cause analyses have been made from respective specialized view points. Everybody says the cause is in the land, nobody but the writer says it’s in the sea. A flood prevention project is about to start with a complex of selected causes of the former. In writer’s opinion, it results in either a number of drain pumps or gigantic landside-waters-retention tanks. Either is extravagant, idle until great floods come at several-year intervals, and needs big maintenance that’s not a strong point of Indonesians. It’d be a liability of next generations with an unworkable structure as a monument. The writer forwards a flood theory and a solution before the people. For this purpose, sophisticated hydrodynamics (base of flood analyses) are unnecessary. Only their qualitative results with quantitative data (if needed) are shown. Anybody who wants more is requested to read REFERENCES. Though they’re of Palembang in the south Sumatra coastal lowlands, the theory is applicable to urban floods in Java north coastal lowlands, since the mechanism of floods of them is common.
